Best Practices When Your Client Has SFR’s On Their Transcripts
Presented by Karen Drees, EA (1 Hour)
Almost all of us have been contacted by a client or potential client who has received notices for large amounts of taxes due when they have failed to file their own returns. When the IRS files those returns, those are called Substitute for Returns or SFR’s. SFR’s can have a significant impact on a client’s tax liability. This session will focus on the best practices when working with clients or potential clients that have SFR’s on their transcripts.
By the end of this course you will understand:
- How to Identify SFR’s on Transcripts
- When and Why SFR’s may be completed
- How SFR’s are calculated
- What effect SFR’s have on tax balances
- When and if SFR’s should be corrected and how to correct them

Practitioners need to understand the climate that they are dealing with when representing a taxpayer under IRS audit. A knowledgeable and aware practitioner can save their clients much anxiety during an examination. When your clients see your skills at work they will understand why representation is so critical. In this presentation Larry will share the strategies he has used to successfully complete audits over the last 50 years.

When to file a “Qualified” Amended Tax Return and Avoid Penalties
Presented by Gerard J. Levins, Esq., LL.M., CPA, CTRS (1 Hour)
A “qualified amended return” is an amended tax return that, if properly filed before a taxpayer is “on the IRS’s radar,” protects a taxpayer against accuracy-related penalties—in layman’s terms, it is a get-out-of-jail-free card. The Treasury regulations, in effect, provide a “safe harbor” that allows a taxpayer to avoid tax penalties. A qualified amended return must, by definition, be filed before the IRS begins an investigation of the taxpayer or the promoter of a transaction in which the taxpayer participated. The qualified-amended-return provisions are intended to encourage voluntary compliance by giving taxpayers an avenue to proactively fix past mistakes.

- What is a “qualified” amended return.
- When to file a “timely” qualified amended tax return.
- What penalties can be avoided through a qualified amended tax return.
- What penalties cannot be avoided through a qualified amended tax return.
- What constitutes an investigation of the taxpayer or promoter of a transaction that precludes the benefit of a qualified amended tax return.
About Gerard – Since 1979, thousands of individuals and businesses throughout the United States have engaged tax lawyer Gerard J. Levins for IRS tax representation. He received certification as a Certified Tax Resolution Specialist and is both a former practicing CPA as well as a former IRS agent. With a Masters of Law in Taxation, he has helped individuals for more than 40 years helped individuals in Massachusetts and throughout the United States resolve tax disputes and other controversies when providing representation before the IRS.
Strategies for Solving Complex Collection Cases
Presented by Gary Bluestein, ESQ., CTRS (2 Hours)
Gary will discuss the application of your tax problem resolution tools to complex cases. He will illustrate the exposure to both the practitioner, the taxpayer, and avoiding potential criminal issues that clients can create. Real case examples will be used to illustrate the relevant issues.

About Gary – Gary Bluestein, focuses his practice exclusively on tax representation. Prior to entering private practice, Gary served as a Senior Attorney for the Internal Revenue Service and was a Special Assistant United State’s Attorney. Gary was hired by the Department of Treasury through the Government’s Honors Program. During his Government Service, Gary represented the IRS in both the United States Tax Court and the United States Bankruptcy Court. He also served on several National Task Forces addressing IRS enforcement issues and received numerous Government Merit Awards for his work related thereto.
