CAF Unit Update

About Chris – Chris is the Accounts Management Headquarters Senior Tax Analyst for the Specialties Team. She oversees the Centralized Authorization File (CAF), Practitioner Priority Service (PPS), Disclosure, Integrated Automation Technologies (IAT) and the Transcript Delivery System (TDS) programs for IMF/BMF sites for Accounts Management. She is technically versed in each of these programs and has played a key role in the pandemic recovery efforts.

Chris has worked for the Internal Revenue Service for 32 years. Of that, 28 years have been in Accounts Management holding a wide range of positions from a Customer Service Representative, Supervisory Contact Representative, Tax Analyst, Supervisory Tax Analyst, and Headquarters Senior Analyst. Her Post of Duty (POD) is Ogden, Utah.

Passport Certification & Revocation Procedures

Presented by Steven Klitzner, Esq., CTRS

Since 2015, IRC §7345 requires the IRS to “certify” to the State Department that a person has a “seriously delinquent tax debt”. For these taxpayers, their passports can be denied, revoked or limited.

By the end of this course you will understand:

  • How to identify taxpayers in danger of losing their passports.
  • The steps necessary to prevent passport certification.
  • The procedures to reverse passport certification.
  • How to expedite decertification.

Steve has presented at many ASTPS conferences in the past and is the newest member of the Boot Camp Training Team. He is admitted to the United States Supreme Court, United States Tax Court, United States Court of Appeals for the Fifth Circuit, and the United States District Court for the Southern District of Florida. He currently sits on the IRS Advisory Council, and is a frequent lecturer on Tax Resolution topics and has presented to thousands of practitioners around the country. He is well known for the humor he brings to his presentations!

Best Practices for Mitigating the TFRP

Presented by Billy Fauller, III, EA, CTRS

The IRS has wide discretion in asserting the trust fund recovery penalty, but did you know that there are certain strategies you can adopt to help mitigate the TFRP, both pre-and-post assessment? This course will focus on trust fund issues, along with pre-planning strategies, appealing the proposed assessment, and attempting to resolve the TFRP after the fact.

By the end of this course you will understand:

  • The Trust Fund Recovery Penalty
  • Pre-planning strategies to help mitigate the TFRP
  • Negotiating with a Revenue Officer to help avoid the TFRP
  • Appealing the proposed assessment
  • Post-assessment strategies to try and remove the TFRP

Securing a $100,000 Refund –
Outside the Statute of Limitations

As Tax Representatives, we are generally dealing with taxpayers who file tax returns well beyond the statute of limitations for refunds. Yet, sometimes our clients have acted in good faith during all the non-filer years – by having withholding or making excessive estimated tax payments – to ensure that their tax obligations are covered. Is there any way to help them get their refunds beyond that 3 year statute? Yes, there is – if certain conditions are met. We will discuss a case study of a taxpayer who was able to secure a refund in excess of $100.000 – and how that was achieved.

By the end of this course you will understand:

  • The statute of limitations on securing refunds
  • The loopholes in those statutes of limitations
  • The concept of paying deposits instead of estimated tax payments
  • What to do when your Appeal is turned down
  • How the Taxpayer Advocate can help
  • What records and documentation you should be prepared to provide to Appeals, or Tax Court, if it goes that far
